...as in the piece I wrote in August, there would potentially need to be some enforcement so that people were held accountable for not making proper arrangements. The switch from weekly to alternate week collection in Oxford has clearly not been met in some streets by a change of attitude.

But that's simple enough - all local authorities have people who deal with nuisance neighbours. It would cost far less than a refuse collection service to have a few extra officers to enforce neighbour torts.
