I started drafting something
I started drafting something similar to this on the now sadly defunct Liberty Central. Its origin in Hume was lost on me though. I do like the idea of lower levels of government appointing representatives to the higher, so as to retain ultimate power at lower levels.
I can't see Brown coming up with anything so hands off though.
