I understand that to be the
I understand that to be the position of a true Single Taxer ala George et al, yes. But remember that replaces everything else and represents the absolute limit of what the state can raise by way of taxes at least and spend if you want to have a "spending state" rather than a predistributive community chest arrangement (by far the better option for a libertarian of course).
