Oh - and by the way I'm not talking about vouchers.  Citizens Income gives people cash.  They can choose to spend it on what they want.  We must trust them to spend it wisely.  With education at least we can insist, because the state has that legitemate interest in ensuring people are educated enough not to be a burden on the state in adulthood, that parents do get their kids educated and have to find somewhere that will take their kids for what they are prepared to pay for them (perhaps even subject to a minimum portion of the child's Citizen's Income).
