 <title>Hari&#039;s Game: not even in the right ballpark</title>

There&amp;#39;s been a bit of a giggle going round the blogs over &lt;a href=&quot;http://www.independent.co.uk/opinion/commentators/johann-hari/johann-hari-do-we-want-a-democracy-or-a-pantomime-900665.html&quot; target=&quot;_blank&quot;&gt;Johann Hari&amp;#39;s three point plan&lt;/a&gt; for revitalizing our democracy. The &lt;a href=&quot;http://www.freethink.org/blog/archive/2008/08/18/can-democracy-be-trusted&quot; target=&quot;_blank&quot;&gt;Centre Forum&amp;#39;s Free Think blog&lt;/a&gt; described them, I hope with tongue firmly in cheek, as &amp;quot;radical&amp;quot;; they do not even trim the overgrown leaves of our democracy, let alone get at the root of the problem. Tom Papworth offers a characteristically &lt;a href=&quot;http://liberalpolemic.blogspot.com/2008/08/more-bone-headed-nonsense-from-johan.html&quot; target=&quot;_blank&quot;&gt;more critical appraisal&lt;/a&gt; and says much that I would have said about Hari&amp;#39;s ideas themselves (&amp;#39;boneheaded&amp;#39; and &amp;#39;rent seeking&amp;#39;).

&lt;p&gt;
But as his suggestion about compelling students to take a newspaper rather shows, Hari is one of the current establishment and it is that centralized establishment that is at the heart of the problem. Our politicians are so remote that we are being told we must rely on people like him, who few of us will ever know personally well enough to tell whether they&amp;#39;re honest or not, in the pockets of the trough feeders, or even at the trough with them, to interpret accurately what&amp;#39;s going on it the Westmonster village. This is not democracy in anything other than name.
&lt;/p&gt;
&lt;p&gt;
If we want to make politics the topic of discussion around kitchen tables, in the pub or at coffee after Mass, democracy needs to come down to that level. Street level democracy. Most of the parties witter on a lot about &amp;quot;localism&amp;quot; (I notice &amp;quot;localism&amp;quot; seems to have replaced &amp;quot;devolution&amp;quot; largely in their lexicons), perhaps especially the Lib Dems, for whom devolution of power to the lowest practical level is part of the pre-amble to our constitution, the touchstone of our supposed beliefs. Yet even we don&amp;#39;t really explore really radical alternatives.
&lt;/p&gt;
&lt;p&gt;
And that&amp;#39;s what we need. Our system of democracy was designed in an era in which central government didn&amp;#39;t actually do a lot compared with today. Our &amp;quot;representatives&amp;quot; (of curse really only the representatives of the landed population) got themselves elected by a few sheep and packed off to Westmonster for whole sessions at a time - you could hardly hold surgeries in Edinburgh one evening and be back at Westmonster the next.
&lt;/p&gt;
&lt;p&gt;
The civic movement grew up as a more local parallel system often in response to industrialization and urbanization and, at the height of its power was responsible for most welfare, health and education provision, policing and most local infrastructure like sewage, water supply and later still energy supply, whilst private interests built inter-city infrastructure such as toll roads and later railways. And even that was a centralization of power in cities from the previous parish system - you can still go round and see &amp;quot;Parish School&amp;quot; above the doors of those Edwardian school buildings - Glasgow has some particularly good examples. Until as recently as, I think, 1938, Oxford, for example, had at least three pretty well autonomous local authorities responsible for different parts of the city. A few years before that it still had separate public boards to deal with public health issues and so on.
&lt;/p&gt;
&lt;p&gt;
Now, whilst we live in a fast moving globalized world, I question whether we actually need to rely on one representative for sixty odd thousand of us each packing off to Westmonster and fighting for our local hospitals, say, with a bloke from Hull, or having our policing priorities set by a woman from Redditch. I don&amp;#39;t much care how they see such things in Redditch or Hull, it&amp;#39;s Oxford I&amp;#39;m interested in and all these decisions ought to be more, much more, accessible to me made by much more locally accountable people. Even many of Westmonster&amp;#39;s international negotiating functions are much less needed today. We trade for ourselves with people and businesses all over the planet. The sense that we need a national level broker wheeling and dealing in what is almost always rent-seeking and protectionist ways is diminishing rapidly.
&lt;/p&gt;
&lt;p&gt;
Now there are two approaches to devolution and subsidiarity I&amp;#39;d suggest. The one, it seems the preferred one at Westmonster, amongst all the parties, is for we, the people, to wait for the crumbs to fall from the top table. Look at the department for Communities for example. It is this part of centralized government who announces initiatives, looks for councils to fight amongst themselves for a share of the resources to pilot them and ties them up in knots reporting back on outcomes so that &amp;quot;Communities&amp;quot; can decide whether to make those initiative compulsory on the rest of the local authorities, continue funding them and so on. I suggest that this gradualism is an excuse for the centre holding on to power. Each successful initiative dictated from above is a reason to keep these trough feeders where they are. Any ubnsuccessful ones of course are the fault of local authorities themselves or even ourselves, showing us not ready for such freedoms in their eyes.
&lt;/p&gt;
&lt;p&gt;
But far better to my mind is actually reinventing our democratic structures fit for the modern era. Hari, I think, is wrong to say that nobody talks about government and politics. I hear people all the time complaining about politicians. It is, perhaps, comforting even for people to moan about government and politicians - we are able to assign responsibility for cock-ups to someone else. Someone far away in Westmonster and usually, since only about one in six hundred of us actually gets to vote for the individual who will become Prime Monster, someone we didn&amp;#39;t put in power. Even local government does it, though often this is with half an eye on political gain at that higher level - persuading your Tory borough&amp;#39;s population that something is Labour&amp;#39;s doing at Westmonster is part of the &amp;quot;game&amp;quot; of getting a Tory MP elected next time, or vice versa. It is no wonder people are cynical and disengaged, if that&amp;#39;s what they are.
&lt;/p&gt;
&lt;p&gt;
And so I&amp;#39;d like to introduce you, if you haven&amp;#39;t already heard about it, to the idea of &amp;quot;&lt;a href=&quot;http://www.gmu.edu/jbc/fest/files/foldvary.htm&quot; target=&quot;_blank&quot;&gt;cellular democracy&lt;/a&gt;&amp;quot;. Some commentators in the US (where they already have substantially more local freedoms than we do to &lt;a href=&quot;/local_government_american_way&quot; target=&quot;_blank&quot;&gt;innovate and compete&lt;/a&gt; with other localities of course), in what I see really as a modern development of &lt;a href=&quot;/death_favourite_wonk&quot; target=&quot;_blank&quot;&gt;Hume&amp;#39;s &amp;quot;Perfect Commonwealth&amp;quot;&lt;/a&gt;, suggest that democracy is no longer at a &amp;quot;human scale&amp;quot;. Because we elect to remote bodies people we are likely never to meet (at least for more than their allotted ninety seconds on your doorstep when they want your vote) the system itself inflates the cost of democracy. Parties have to spend lots of money getting a nationwide message out. We rely on people like Hari, whom we don&amp;#39;t know, to provide commentary and interpretation. Most importantly, perhaps, parties form their policies not around what is good for particular communities but around what is acceptable to the floating voters in a small number of marginal constituencies.
&lt;/p&gt;
&lt;p&gt;
The idea is that we turn our system on its head. We say, as so many politicians like to claim to believe, even if their actions speak to the contrary, that government literally comes from the people, that we cede only so much of our individual sovereignty to some collective body as is necessary to meet those needs we are incapable, for reasons of economic efficiency usually, to provide for ourselves. You have the principal tier of government at a local level. A very local level. A street or small neighbourhood. Usually of no more than a few hundred residents. Candidates are likely to be known, approachable - you bump into them walking the dog or standing at the bus stop. They get their message across to you through real local contact - not some party worker umming and erring for a few seconds on your doorstep or increasingly over the phone, facelessly. Some even suggest that, like a party caucus in the US, these elections could be by show of hands once a year at a local meeting. In a sense, to the successful candidate, knowing who didn&amp;#39;t vote for you gives you an incentive to find out why and work with those neighbours, for they will all be neighbours on whatever issues put them off voting for you.
&lt;/p&gt;
&lt;p&gt;
And that&amp;#39;s the only vote you get - except for the right of each five hundred strong neighbourhood to recall their representative. By default it is in the remit of those very local authorities - perhaps twenty members each elected by five hundred residents to meet all the needs of that community that must be delivered through collective action, voluntary co-operation. When they find that they cannot possibly meet some need for their 10,000 strong community - they couldn&amp;#39;t, for example, justify building a large general hospital just for their small community - but they could decide to join up with other communities to form a second tier of government, to whom a representative will be delegated by the first level authority and a by-election held, or the runner up, or an alternate, would take their place on the first tier authority. These higher tiers need not even be geographically linked. They may decide to join up with others on particular functional issues. Take the hospital again, here in Oxford the John Radcliffe hospitals serve folk from Buckinghamshire, Northamptonshire, Berkshire and so on so even ceding more control to a body based on the boundaries of Oxford or Oxfordshire does not serve all its users.
&lt;/p&gt;
&lt;p&gt;
If a higher tier wants to raise some money, that request is passed down through the various levels and discussed in these local caucuses. People can really decide whether these higher tiers are offering them value for money, or whether they could meet those needs for themselves better. Each higher level authority, however, is only ministering to the needs of its member authorities in turn so it should be easier to follow the money trail and identify whether something is in fact good value for you, the individual, or your small neighbourhood.
&lt;/p&gt;
&lt;p&gt;
Some will say this gives rise to all sorts of problems about &amp;quot;free loading&amp;quot; - communities that decide not to participate in higher level authorities but gain the benefits of their collective efforts. In such a case, perhaps the authorities that have collaborated could decide to charge more for people from the community that didn&amp;#39;t collaborate on a particular facility or policy to access that facility - they will, I am sure, soon find it would be better to join to get the &amp;quot;members rate&amp;quot;. But ultimately, one has to ask whether &amp;quot;free-loading&amp;quot; is any worse a problem than the egregious rent seeking and bloated costs of our existing system.
&lt;/p&gt;
&lt;p&gt;
Wouldn&amp;#39;t Barrie&amp;#39;s Palace of Westminster make an interesting &amp;quot;novelty hotel&amp;quot; - just like Oxford&amp;#39;s former prison has here. Or perhaps just a prison. That would be quite fitting, considering everything its occupants have stolen from us for decades. David Hume said that we ought to be ready with new ideas of government for the day when, perhaps, by common consent the existing system is seen as broken. I suggest that the epochal changes in communications and trade that have been made in the past twenty or thirty years is just such a moment, and if we are not to lose our democracy through lack of interest on the part of the electorate, it is more urgent than ever.

 <title>Is this Oxford Labour&#039;s &quot;double devolution&quot;?</title>

Area planning decisions to be recentralized? Area committees disbanded? Is this Labour in Oxford&amp;#39;s response to near universal calls, in political terms (not least from their own Communities Department), for greater devolution and localism in our government structures?
&lt;/p&gt;
&lt;p&gt;
They&amp;#39;re pretty much already committed to the Stalinist recentralization of all planning decisions, slightly modified now to have two wider area based development control soviets as well as a supreme soviet committee in case even these two go against the Politburo&amp;#39;s diktat or predilections. All because Labour councillors seemingly cannot work out how they could possibly &amp;quot;lobby&amp;quot; for their constituents wishes on some applications whilst helping decide on neighbouring wards&amp;#39; local applications.
&lt;/p&gt;
&lt;p&gt;
I prefer the Danish system I believe it is, where areas more or less the size of streets have small committees purely dedicated to development control.
&lt;/p&gt;
&lt;p&gt;
But in the absence of that a much more open system of area committee planning hearings would be a step forward rather than Labour&amp;#39;s regressive centralizing power grab. Colleagues in other authorities received different legal advice to Oxford&amp;#39;s and hold open discussion at their area committees where parish council members usually attend en masse and they claim get better decisions, more local acceptance of decisions and an all round feeling of compromise giving the better solutions for all. The rationale is that it doesn&amp;#39;t matter how much time objectors and applicants spend at any individual stage of the process as the applicant in particular can have all the time they like to argue their case at appeal - that it&amp;#39;s the entire process from start to finish that has to be fair to both sides.
&lt;/p&gt;
&lt;p&gt;
Despite an initial increase in time spent in planning as everyone wanted to have their say, in practice, area planning meetings are now quite sophisticated - nobody feels the need to fill five minutes because can because they know anyone else could raise questions and so few are repeated. Good chairing of course helps, something also sadly lacking in Oxford City Council in my experience.
&lt;/p&gt;
&lt;p&gt;
But centralizing planning is one thing, now there are rumours that Labour wants to disband area committees entirely. I hope one of them is reading this and will assure me this is not the case, or that something better will be put in their place. I have long argued that Oxford should reparish the city, shrink the city council effectively to an executive committee and have much more local control through parish or town councils. It&amp;#39;s really not that long ago (in its history of over a thousand years) that Headington was administered by the Headington Urban District Council for example. Parish and Town Councils can actually have quite a lot of power - indeed more or less anything a higher level authority wishes to delegate to them.
&lt;/p&gt;
&lt;p&gt;
I was at Thame Town Council a few months ago doing a presentation on Community Land Trusts, and I got the great feeling that this body was one that was prepared to fight its community&amp;#39;s corner against the district level council when it mattered. Much moreso than where the committee is really a &amp;quot;branch meeting&amp;quot; of that district and collective responsibility trumps representing your constituents. In other parts of the county parishes precept as much as the district in council tax. Even in the few parts of Oxford where there are parishes it&amp;#39;s more like 10% of the district level rate. Headington - or rather the current North East Area Committee area - is half as big again as Thame; easily able to support a stronger more local decision making body if the City Council took its claws out by at least as much!
&lt;/p&gt;
&lt;p&gt;
But again, if the nirvana of local parish councils is not available to them for some reason, there are ways in which area committees can be given real power. Again, colleagues elsewhere only appoint a handful of central portfolio holders on their executive board, and then appoint one member of each area committee as ex officio executive members. Bound by collective responsibility each area committee executive representative can take a decision on a local issue, but which would normally fall under the competence of the executive board, there and then at the area committee meeting, advised by the open discussion amongst councillors and interested public at the area committee. Further, when they are at the executive committee, these area representatives can carry a majority, so if they are mandated by their areas in respect of a proposal by one of the core portfolio holders, they can overrule the core portfolio holders; effectively giving real positive control to those local community meetings collectively.
&lt;/p&gt;
&lt;p&gt;
So, Oxford Labour, I&amp;#39;m sure there&amp;#39;s more than just me out there, even if we do not often attend your City Council branch committee meetings, who appreciate the fact that they exist for us if we want to have our say on something, who will be very disappointed if you dismantle this structure and, Jack Straw like, leave it half reformed and more centralized.

 <title>Unconditional benefits: now is the time to smash that &quot;cosy consensus&quot;</title>

Nick Clegg, upon his election as Lib Dem leader, said that he wanted to break what he called the &amp;quot;cosy consensus&amp;quot; between Labour and the Tories that has impoverished Britain&amp;#39;s political discourse. With Labour now nicking policies on welfare from the Tories, and both vying to be &amp;quot;tough on the work-shy&amp;quot;, now is surely the time to offer a radical alternative.
&lt;/p&gt;
&lt;p&gt;
It is not just their approach to benefits that is backwards in vision, but the whole assumption that &amp;quot;full employment&amp;quot; is the thing we should be aiming for. Such a policy actually highlights even more starkly the difference between being independently wealthy on the one hand and having to work for the basics of life on the other. In an era in which more and more of our tasks can be automated or even exported we should be aiming more to live off the financial assets that past productivity has created.
&lt;/p&gt;
&lt;p&gt;
Liberals have, for a century, harboured the secrets of changing all that. Shamefully, over the past quarter of a century we have dropped every one of those secrets from our policy platform, presumably so we could compete in that &amp;quot;cosy consensus&amp;quot;. We are only just on the cusp of really rediscovering the oldest of these...
&lt;/p&gt;
&lt;p&gt;
Three key policies in particular would end this cycle of dependency once and for all. A bold claim for sure, but why not? We have gone through sixty years of the welfare state and are still arguing about the outcomes of welfare, health, housing and education, just as &lt;a href=&quot;/five_giants&quot; target=&quot;_blank&quot;&gt;Beveridge&lt;/a&gt; was trying to address in his report.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;The Single Tax&lt;/strong&gt; - the one policy we are slowly re-engaging with. Though we seem to be stuck on the idea that LVT is simply an alternative tax, we need to get beyond that and understand that it goes to the very core of our relationship with the planet. Land, economic land that is, &amp;quot;everything in the material universe not created by the application of labour and capital&amp;quot; (so basically the things of nature that we all have to share between the 6bn of us born here), is the third factor of production. David Ricardo pointed out nearly two hundred years ago now that land, especially where it is a monopoly, such as with a physical location or site in the built environment or, say, a section of EM Spectrum that can only be used by one wireless operator at a time, tends to absorb the surplus value created by the labour and capital expended around it that makes it a popular location. Ground rent is created where there is more than one potential occupier that could make good, productive use of a site. It creates a massive transfer of wealth from those who don&amp;#39;t own a popular site to those who do, through no effort on the part of the owner of that site.
&lt;/p&gt;
&lt;p&gt;
As a non-land example, the UK government has auctioned off the part of the EM spectrum that carries the new WiMax wireless network signals to a single enterprise, Freedom4 for the whole of the UK. They now hold a monopoly on something that is a gift of nature that anyone else wanting to develop WiMAX networks have to use. They can therefore charge more or less what they like for licenses to others to use that part of the spectrum whilst doing precisely nothing to develop the services that would run on it.
&lt;/p&gt;
&lt;p&gt;
Creating so called &amp;quot;free land&amp;quot; by capturing the value of these natural assets for the common wealth rather than having to tax economically beneficial processes like work and trade is absolutely essential to achieve equity. And the best time to do it would be the bottom of a property cycle. Hint. Hint!!
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Citizen&amp;#39;s Income&lt;/strong&gt; - this is the real challenge to the &amp;quot;cosy consensus&amp;quot; that has emerged in the past few days on welfare. It was, I believe, Lib Dem policy up until around 1991. At the top of the recent property cycle there would have been enough land tax (on residential locations alone, setting aside what might be available through commercial, industrial, central business disrict or agricultural locations, airspace, EM spectrum or other forms of economic land) available to pay a citizen&amp;#39;s income of about £100 per week per adult and a proportion of that for children depending on age. Further reforms, for example on seignorage - the extraordinary &amp;quot;profit&amp;quot; that creating money as debt gives to the banks that is rightfully part of the common wealth (since the money they &amp;quot;create&amp;quot; is denominated in our national currency) - would enable us to pay for the current health or education budgets if we wanted to, or to add around another £1,000 to the adult Citizen&amp;#39;s Income.
&lt;/p&gt;
&lt;p&gt;
People seem to have a problem with the idea of giving everyone an unconditional and non-withdrawable payment like a Citizen&amp;#39;s Income because, they say, it will entrench the work-shy in their bad habits, maybe even create more of them. But let&amp;#39;s face it, if &lt;a href=&quot;http://www.liberalconspiracy.org/2008/07/03/whats-the-minimum-you-can-survive-on/&quot; target=&quot;_blank&quot;&gt;Joseph Rowntree&lt;/a&gt;&amp;#39;s lot reckons you need £13,400 to live a basic but comfortable life in the UK, less than half that is hardly going to be comfortable. And it&amp;#39;s not meant to be comfortable. It is meant to be hard enough to persuade anyone who wants anything more than the basics of life to do something to earn some additional money. Minimum wage would be scrapped so people would be free to choose to accept a job for whatever they like - just to be able to top up their citizen&amp;#39;s income to whatever level they want, but crucially, it would not be withdrawn when people start earning, so there is every incentive for all that nearly ten per cent of the population trapped on various benefit systems to work, even if only a little.

&lt;p&gt;
Yes, in the light of campaigns by the tabloids against &amp;quot;benefits scroungers&amp;quot; and the &amp;quot;something for nothing culture&amp;quot; it will be a difficult alternative to sell, but we should be prepared to do it. Think of it the other way around - if we all contribute to the value of locations by our activities around them, why should the dividend from that only go to those who can&amp;#39;t work, say? Why not to all of us. It creates a cushion to fall back on in hard times and the ability, even if only for a short while, to be more choosy about the work we accept. No longer do we have to accept the lowest job just to survive. Instead of only the very wealthy gaining financial independence by privatising the collection of land rents, everyone gains a measure of financial security from the common wealth we all contribute to creating.
&lt;/p&gt;
&lt;p&gt;
You could then say that any additional &amp;quot;benefits&amp;quot; must be provided locally, through locally raised taxes and much more accountably than at present. The &amp;quot;parish rate&amp;quot; would have to be used to provide say a basic education for those who were not earning anything more than their Citizen&amp;#39;s Income and A&amp;amp;E type health services. But remember, much of the illness in society is because of the sort of poverty that both the Single Tax and the Citizen&amp;#39;s Income would eradicate. And not having to pay several taxes on incomes - employers&amp;#39; and employees&amp;#39; NI, income and capital gains taxes - would enable more people to save more of their incomes in productive financial assets for their old age reducing the reliance on a crumbling state pensions system. And, apart from say the armed forces, the troughs at Westminster could be emptied and everyone sent home (and James Purnell would have to find a real job, or discover how life is on the dole perhaps!)
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Ownership for All&lt;/strong&gt; - this third plank of Liberal &amp;quot;redistributive&amp;quot; policy came to the fore in the middle decades of the twentieth century, this is crucial to creating more financial independence for more people. I&amp;#39;m not talking about the sort of free for all sale of state companies as in the eighties, which became in effect a gambling opportunity for anyone who had a few quid stashed away - &amp;quot;Let&amp;#39;s have a flutter on Sid&amp;quot; type thing. This is about creating structures in which the workers can share in the success of their employers by becoming part owners. Much more like, say, John Lewis, or, in the seventies, the National Freight Corporation. And things have moved on even since then. New corporate forms such as limited liability partnerships enable different types of partners entitled to different proportions of the profit, not just the providers of the capital.
&lt;/p&gt;
&lt;p&gt;
Again, with the Citizen&amp;#39;s Income behind them enabling people to turn down work that does not offer optimum returns to the worker, more and more employers would have to offer the sort of package of benefits that enables ordinary workers to build up a financial stake for the future. These financial assets are fairer than putting all your capital assets in the single basket of one&amp;#39;s home, which is not really &amp;quot;&lt;a href=&quot;http://blogs.ft.com/maverecon/2007/10/ok-then-housinghtml/&quot; target=&quot;_blank&quot;&gt;net wealth&lt;/a&gt;&amp;quot; in any case. More liberal than both socialist style &amp;quot;common ownership&amp;quot; and ownership solely by the capitalist, such partnerships would generate real wealth that can produce an income when you no longer want to work for whatever reason.

These three measures are, I believe, essential to a truly economic liberal platform. They share, equitably, the common wealth created by us all, and distribute more fairly the ownership of financial assets between those who provide capital and those who provide labour to an enterprise. They would reduce the cost of the basics of life by removing tariffs, subsidies and the private collection of rents and so instantly make people better off. They would leave a vanishingly small number of people genuinely unable to fend for themselves and the &amp;quot;parish rate&amp;quot; system would enable localities to support them while the work-shy would have a hard time surviving only on their Citizen&amp;#39;s Income and those who are currently trapped on benefits have every incentive to take up even small amounts of work to top up their Citizen&amp;#39;s Income.
&lt;/p&gt;
&lt;p&gt;
It is time for such a revolution, for the Liberal Democrats and for the country. You don&amp;#39;t have to be the first country on the planet to do this, but whoever does will instantly become the most liberal and economically just country on the planet and a magnet for international trade seeking to avoid damaging tariffs. We have gone sixty, a hundred, even, if herbert Spencer is to be believed a hundred and fifty years tinkering with redistributive policies involving moving incomes that people have worked to achieve around and still have not achieved the &amp;quot;greater good&amp;quot;. The recent press coverage of the Welfare Green Paper shows that the politics of envy and &amp;quot;deserving and undeserving&amp;quot; are still alive and well. It is time to try these different strategies instead of &amp;quot;more of the same&amp;quot; attempts to be tough on the undefined undeserving.
&lt;/p&gt;
&lt;p&gt;
And the biggest prize of all - it would enable us to get rid of vast swathes of bureaucracy and get those state employees into real productive work generating real additional wealth for the country instead of pushing other peoples&amp;#39; around the corridors of Whitehall.

 <title>Education: chacun a son gout?</title>

Surely it is a given that we are all different? Size, shape, gender, colour, intelligence, personality, practical ability... So surely the human brain, and mind, are also infinitely variable. So why then do we have clothes, shoes, accessories, food, gadgets, literature, music, art, newspapers, all sorts of media, cars, houses, gardens, holidays, hobbies and pastimes of every conceivable colour, shape, size, sophistication, individuality to suit our needs and tastes and yet, when it comes to nurturing minds, especially young ones, in other words education, the state seems always to want a one size fits all, or nearly all solution we must all be dragooned through?

Even the current advocates of increased &amp;quot;choice&amp;quot; in education are generally not calling for the sort of individually tailored schooling that might cater for a near infinite combination of aptitude and need in different subjects. No, squeezed onto the cattle trucks of the &amp;quot;skills agenda&amp;quot; at an increasingly early age, our children&amp;#39;s precious formative minds are driven through National Curricula, SATs, Literacy Hour, regurgitated standardized lesson plans and a plethora of targets till they get an OFSTED stamp on their forehead to say they are ready to be part of Britains fast changing economy. Or at least, the fast changing economy that was being predicted by, yes, you guessed it, government, a decade ago when they started.
&lt;/p&gt;
&lt;p&gt;
On Saturday I was having dinner with friends who either have children going through this system or looking to have soon. All of them, I think it would be fair to say, would be termed &amp;quot;left of centre&amp;quot; and would never have considered private education or home-schooling previously but are all actively considering it now or would if they had the money. They feel patronized by the system, and treated with varying degrees of contempt by the school and its staff.
&lt;/p&gt;
&lt;p&gt;
But most of all they feel helpless when they can see that their child needs extra help or a different approach in one subject where they may thrive in a totally different subject with little struggle. Such different approaches may not be available in the one school. And the lesson plans used don&amp;#39;t vary a great deal from school to school so there isn&amp;#39;t a great deal of choice anyway. If they wanted to change schools - as one is trying to do now as a result of their experience - the bureaucracy is stifling.
&lt;/p&gt;
&lt;p&gt;
Oh, this all sounds incredibly expensive doesn&amp;#39;t it? How can we satisfy that nearly infinite combination of needs and aptitudes? Turn it around and ask, if we can satisfy a near infinite appetite for different trainers, baked beans and holidays, why can we not produce individualized education - surely one of the most important human needs, even for those of us who tend towards Herbert Spencer&amp;#39;s view that the state should not be dictating or providing education at all.
&lt;/p&gt;
&lt;p&gt;
I think we need to consider how to personalize education, from the earliest age; we&amp;#39;re not going to achieve any step change in attainment just by adding a few extra teachers armed with standard lesson plans, just by putting a little extra money in the direction of the least well off - though that will no doubt help, assuming they can actually find the package to suit them.
&lt;/p&gt;
&lt;p&gt;
Localism is certainly a part of the answer, as perhaps are things like &amp;quot;free schools&amp;quot; on the Dutch model and an idea expanded on at &lt;a href=&quot;http://regnodelfines.blogspot.com/2008/07/more-on-free-schools.html&quot; target=&quot;_blank&quot;&gt;Regno del fines&lt;/a&gt; blog. Why not return the provision of schools much much closer to the families using them - at parish level or something similar sized. Parents could decide amongst themselves in a mutualist structure whether to get in a teacher who&amp;#39;s going to teach the children proper grammar or to learn their times tables.
&lt;/p&gt;
&lt;p&gt;
And we should not be so squeamish about the corporatization of education. By which I don&amp;#39;t mean the mish-mash of schemes to get token private money into the current system. I mean that education, or at least the &amp;quot;skills agenda&amp;quot;, is already a subsidy to business (or it ought to be if the education system produced people business can use). It is corporate welfare. So why not instead expect business itself to contribute directly to nurturing the skills needed in an area - perhaps paying for particular teachers is specialized subjects related to the local economy? It would be more transparent at least than corporate lobbyists persuading a few politicians far away to spend our money on providing them workers, and probably more reactive to changes in the economy.
&lt;/p&gt;
&lt;p&gt;
A quantum leap in the amount of flexibility and personalization of education is what we need. And for government to butt out as much as possible. For surely, we have pretty well reached the situation Spencer predicted:

Hence the proposition is convertible into this—a government ought to mould children into good citizens, using its own discretion in settling what a good citizen; is, and how the child may be moulded into one. It must first form for itself a definite conception of a pattern citizen; and having done this, must elaborate such system of discipline as seems best calculated to produce citizens after that pattern. This system of discipline it is bound to enforce to the uttermost. For if it does otherwise, it allows men to become different from what in its judgment they should become, and therefore fails in that duty it is charged to fulfil. Being thus justified in carrying out rigidly such plans as it thinks best, every government ought to do what the despotic governments of the Continent and of China do. That regulation under which, in France, “private schools cannot be established without a licence from the minister, and can be shut up by a simple ministerial order,” is a step in the right direction, but does not go far enough; seeing that the state cannot permit its mission to be undertaken by others, without endangering the due performance of it. The forbidding of all private schools whatever, as until recently in Prussia, is nearer the mark. Austrian legislation, too, realizes with some consistency the state-education theory. By it a tolerably stringent control over the mental culture of the nation is exercised. Much thinking being held at variance with good citizenship, the teaching of metaphysics, political economy, and the like, is discouraged. Some scientific works are prohibited. And a reward is offered for the apprehension of those who circulate bibles—the authorities in the discharge of their function preferring to entrust the interpretation of that book to their employes the Jesuits. But in China alone is the idea carried out with logical completeness. There the government publishes a list of works which may be read; and considering obedience the supreme virtue, authorizes such only as are friendly to despotism. Fearing the unsettling effects of innovation, it allows nothing to be taught but what proceeds from itself. To the end of producing pattern citizens it exerts a stringent discipline over all conduct. There are “rules for sitting, standing, walking, talking, and bowing, laid down with the greatest precision. Scholars are prohibited from chess, football, flying kites, shuttlecock, playing on wind instruments, training beasts, birds, fishes, or insects—all which amusements, it is said, dissipate the mind and debase the heart.”

&lt;p&gt;
&amp;quot;Now a minute dictation like this, which extends to every action, and will brook no nay, is the legitimate realization of this state-education theory. Whether the government has got erroneous conceptions of what citizens ought to be, or whether the methods of training it adopts are injudicious, is not the question. According to the hypothesis it is commissioned to discharge a specified function. It finds no ready-prescribed way of doing this. It has no alternative, therefore, but to choose that way which seems to it most fit. And as there exists no higher authority, either to dispute or confirm its judgment, it is justified in the absolute enforcement of its plans, be they what they may. As from the proposition that government ought to teach religion, there springs the other proposition, that government must decide what is religious truth, and how it is to be taught; so, the assertion that government ought to educate, necessitates the further assertion that it must say what education is, and how it shall be conducted. And the same rigid popery, which we found to be a logical consequence in the one case (p. 307), follows in the other also.&amp;quot;

 <title>Co-op Group Somerfield disposals; an idea</title>

Up and down the country local authorities, independent retailers and residents complain that rents are squeezing out interesting independent retailers and creating &amp;quot;Clone Town Britain&amp;quot;.
&lt;/p&gt;
&lt;p&gt;
Well, I have an idea. This week the Co-operative Group agreed terms to acquire Somerfield supermarkets. There are some, say management, which directly compete with existing Co-op shops and so one or other may be up for sale. One of these is in Headington in Oxford where there is a fairly recently refurbished MidCounties Co-op store on one side of the road and a Somerfield on the other.
&lt;/p&gt;
&lt;p&gt;
Some people are all excited that someone like Waitrose might step up and buy it - and in a sense there could be no better buyer as far as the Co-op goes - the other end of the market and a sort of a worker co-operative in its own right.
&lt;/p&gt;
&lt;p&gt;

&lt;/p&gt;
&lt;p&gt;
It would require some work of course actually to work out whether the relatively recent decline of independent fresh food retailers in Headington for example has been, as often claimed, because of rent and rates issues where such a facility might be able to help by lowering the cost of access. But if it does seem viable would it be worth trying?
&lt;/p&gt;
&lt;p&gt;
Or would Waitrose or Sainsbury still be a more attractive offering?

 <title>Not enough power...</title>

 <description>&lt;p&gt;Many of us will have been alerted by a nice email from that Chris Rennard chap about the fact that Nick Clegg has been making a speech about &quot;decentralization&quot; to the Local Government Association. That&#039;s nice. There&#039;s a section, as you would expect, on financing local government and, unusually over recent months it explicitly speaks of &quot;local income tax&quot; rather than just &quot;on the ability to pay&quot;.&lt;/p&gt;
&lt;p&gt;However it&#039;s the last sentence of this section I would like to see us explore more:&lt;/p&gt;

&lt;p&gt;If we want local people really to decide on their local taxes and how to finance their local government, why don&#039;t we let them. Why don&#039;t we say, &lt;a href=&quot;http://www.jockcoats.org.uk/local_government_american_way&quot; target=&quot;_blank&quot;&gt;as in America&lt;/a&gt;, that authorities can legislate for themselves as to what they want their tax base to be - incomes, land values, restaurant tables, weighing bins, whatever. Already in a sense councils have some power over where they get some revenue. If they are lucky enough to be asset rich they can choose to invest that in whatever assets they like, within reason, and in some lucky cases, as with West Oxfordshire, that could fund as much as half their current council tax requirement.&lt;/p&gt;
&lt;p&gt;Tax competition between municipalities seems to me to be something desirable. Each has different characteristics that might make the mix of things they decide to tax more or less useful. The choice of tax regime can do just as much for local economic competitiveness as any other aspect of public administration like planning policy, say.&lt;/p&gt;
&lt;p&gt;Here in Oxford City I suspect, though I&#039;ve not tried to do the sums, that Local Income Tax will mean people lower down the income scale in Oxford will have to pay more Local Income Tax than our &quot;national typical&quot; suggested outcomes because our median household income is depressed by the presence of so many students. Coupled with being an area of such high housing costs, this will be a double whammy for Oxford residents - their properties, now with no tax on them at all, will cost more and they will also have the income tax taken away from them at source.&lt;/p&gt;
&lt;p&gt;But altogether, it would be far better than replacing one centrally determined system with another leaving all there to be discussed at local election times the rate of the local income tax. I could see it being much more interesting if councils and residents started talking about what tax mechanism rather than just what rate they wanted to use.&lt;/p&gt;
&lt;p&gt;So Nick, there&#039;s that comfort zone barrier again - take us beyond it please, give localities a real dose of power and accountability, not circumscribe how they must do it.&lt;/p&gt;

 <title>Never say never again?</title>

Well thanks, she just had to rub it in by mentioning that third place. I am embarrassed and humiliated to have come third. There are of course official post mortems to come yet on the campaign, but whatever their verdict, one simple fact is that I am a &amp;quot;bad candidate&amp;quot;. Whatever fresh ideas I may have brought to the council (and I doubt my Labour victor will be doing much of that, sad to say), I cannot escape the fact that I hate knocking on strangers to talk politics with them. So for me, the literature and word of mouth amongst people who have met me outside that context is more crucial than for most. Such glad-handing ought to have happened long before the campaign proper started with voter ID canvassing in late March. And been followed up with a leaflet introducing me properly and extolling my virtues before the cross city campaign started with its more party led focus on whole city issues.
&lt;/p&gt;
&lt;p&gt;
Then there was &amp;quot;that leaflet.&amp;quot; On the last weekend of the campaign I had the dubious honour of having a Labour leaflet, apparently partly delivered by Mrs Dromey (I rather hope, Antonia, that you were unaware of that leaflet&amp;#39;s existence when we exchanged pleasantries on the Friday evening), using quotes from this blog about drugs policy obviously intended to give the impression that if I won I would probably be found standing outside the primary school handing out various narcotics to the year sevens, or perhaps to their parents! Several opponents have commented that they thought it was one of the worst personal attack leaflets they had seen. I suppose I ought to feel flattered that Labour were sufficiently alarmed by my candidacy to feel the need to drag the contest into the gutter.

By my reckoning, it at least breaches copyright law (my moral right not to have my copyrighted work treated in a derogatory fashion or in a way designed to be prejudicial to the honour or reputation of the author or director), if not possibly electoral law. Enquiries are ongoing. I am not a sore loser, but I was upset by it. I know it cost me both votes and reputation, even amongst my deliverers.

&lt;p&gt;
Anyway, enough of the campaign itself. Will I ever try again? I don&amp;#39;t know. For many years, since in fact I was last on the council in 2002, I have wondered whether the present system of local government is fit for purpose. As an ideological descendent of the individualist-anarchists and a mutualist, I find the state, in all its guises, terribly coercive. I believe sovereignty should lie with the individual and he or she should only cede power upwards to representatives over things that they cannot arrange for themselves or in small groups or local communities. Local government is so tied down by Whitehall and Westminster that the current arrangements simply cannot be responsive enough to local peoples&amp;#39; needs.
&lt;/p&gt;
&lt;p&gt;
The main reason I wanted to be on the council was to continue to promote, from the inside as it were, my mutualist agenda of hiving local authority functions off onto social, community led partnerships. The more things compete for the crumbs of council budgets within the tight control of Whitehall oversight the less satisfactory the outcome. Leisure services for example cannot hope to compete in quality at least with private providers while it is within the constraints of council budgeting. Similarly, whilst more difficult, I think the solutions to our housing problems are community led, rather than council, landowner and planning led.
&lt;/p&gt;
&lt;p&gt;
Every time I&amp;#39;ve lost so far I&amp;#39;ve come out of the contest wanting to do other things that will make a difference one day outside the council structure. Almost as if to prove we can cope without the psychopaths who are so good at saying the right thing at the right time to get themselves elected. This time it is to continue to promote the social enterprise &amp;quot;alternative&amp;quot; for producing social and public goods and to work on promoting local community e-democracy.
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;It will be interesting to watch Labour finally explain where they think there is a &amp;quot;£5m cash crisis&amp;quot; at the city council - reading the latest annual accounts I cannot see it myself.  But there&amp;#39;s another argument for local government reform - despite us being the tax payer/employers their finances are even more opaque than any company&amp;#39;s I&amp;#39;ve ever seen.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;It will be fun to see Maureen Christian defend the Northway Playing fields from something or other she seems to think threatens them (certainly the only &amp;quot;threat&amp;quot; i heard was my own idea to see if we could fit a cricket square on there by budging up the two football pitches and see if we could get a local cricket team going).&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;I think it will be a retrograde step if Labour succeed in removing planning decisions from area committees. They were not perfect there, but I have always maintained that was as a result of the bad legal advice that both sides in any disputed application had the right only to speak for five minutes each - where they have open discussion at area committees they manage to get better decisions and more fruitful interplay between applicant and objectors and a better outcome for both.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;It will also be interesting to see whether the Tories, who, despite not winning a single seat managed to come in second in many wards, and at least the ones in which they tried to put up a full campaign, will be able to keep up that level of work, for example, next year, when their declining reputation in control of the county is up for defending.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;And it will be interesting to see whether this marks the high water point for the IWCA, who lost two of their councillors.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;But I also don&amp;#39;t really expect the city council, under any party, to set Oxford on fire with bright new ideas that will markedly change the quality of life for its citizens.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;
Finally, if anyone has any ideas about what little thank you gifts I can get for two teenaged Muslim boys who managed throughout to deliver most of the half of the ward for which we did not have regular deliverers - not a happy situation to be in at the start of a campaign and one of the first things I hope to put right for next time - I&amp;#39;d be very grateful to hear them! Their father has resisted all my requests for his advice so far!

 <title>Why you should vote Jock Coats, Liberal Democrat, on May 1st</title>

In contrast, I and the Lib Dem campaign across the city are focussing on the issues on which the city council can make a difference in local services and stressing our positive record:

Let me look at these in more detail:
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Keeping the council tax down.&lt;/strong&gt;&lt;a name=&quot;lowtax&quot; title=&quot;lowtax&quot;&gt;&lt;/a&gt; Labour and the Greens in Oxford have voted for above inflation increases in the council tax set by the city yet again. We need to maintain pressure on council budgets to force managers to deliver more efficient services without asking more of the hard pressed tax payer. Council Tax is the most unpopular and unfair tax. The Lib Dems would abolish it nationally. Labour have fudged the issue after spending millions (of your money) on a report telling them what we all know.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Improving council services.&lt;/strong&gt;&lt;a name=&quot;improvingservices&quot; title=&quot;improvingservices&quot;&gt;&lt;/a&gt; The independent council watchdog, the Audit Commission, has reviewed the last two years of Lib Dem administered Oxford and given us high praise for improving the state of Oxford City Council and the services it delivers. We have more than doubled recycling and are about to take that to a new level with the pilot introduction in parts of the city of weekly food waste collections which will go to be composted and remove the need to have anything in your ordinary rubbish collection that can go off. We have cut the time council houses are out of action between tenants to just one fifth of what it was under Labour in Oxford.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Reviewing, and hopefully abolishing, residents&amp;#39; parking charges.&lt;/strong&gt;&lt;a name=&quot;cpzreview&quot; title=&quot;cpzreview&quot;&gt;&lt;/a&gt; The Conservative run county council ignored the wishes of residents in Headington Hill and Northway and many of you have told me on the doorstep how unfair you find it that you have to pay to park in your own street. Even those of you without cars and others with driveways to put theirs on understand that this is an extra tax on their neighbours. My Labour opponent opposed my campaign to have the major employers developing in the area pay for implementing a scheme if it proved necessary. Those same PFI developers she was so keen to support have made millions out of the contracts, and millions more through sophisticated financial wizardry while we are paying for what they have imposed on our neighbourhoods. &lt;strong&gt;Our streets belong to us - why should we pay twice for using them?&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Improving the quality of private rented housing&lt;/strong&gt;.&lt;a name=&quot;qualityhousing&quot; title=&quot;qualityhousing&quot;&gt;&lt;/a&gt; All too often in Oxford people having to rent their home, and there are lots of us because of Labour&amp;#39;s mismanagement nationally of house price speculation, have been used for far too long to accepting substandard accommodation run by landlords who, at times, let homes in a dangerous, unhygienic properties to the most vulnerable people. The Lib Dems in Oxford have started to introduce stronger checks on rented properties going way beyond the Labour government&amp;#39;s minimum standards and the small number of only the largest properties they legislated for.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;In Northway:&lt;/strong&gt;&lt;a name=&quot;localcampaigns&quot; title=&quot;localcampaigns&quot;&gt;&lt;/a&gt;
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;We have recently agreed a near &lt;strong&gt;£60,000 package of investment in the childrens&amp;#39; play area in Foxwell Drive&lt;/strong&gt; - an important facility that allows younger children in particular to get out and enjoy fresh air and physical activity in a safe, contained environment.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;My colleague Altaf Khan, city and county councillor for the area, &lt;strong&gt;has successfully campaigned against Tory cuts that closed the Northway IT hub&lt;/strong&gt;. Instead the equipment is now in the Northway Community Centre and Altaf is now working towards getting funding to create a pleasant and appropriate space to host the IT hub and get more people learning about and using these fast becoming essential tools of modern communication.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;
&lt;strong&gt;In Headington Hill:&lt;/strong&gt;
&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;I have been &lt;strong&gt;campaigning against flier and flyposting litter&lt;/strong&gt; and many, though not all yet, of the venues and promoters are now being more responsible about how they distribute their adverts.&lt;/li&gt;
&lt;/ul&gt;
&lt;ul&gt;
&lt;li&gt;And I successfully managed to get the city council to take some &lt;strong&gt;responsibility for the parking chaos on Pullens Lane&lt;/strong&gt; caused by the new residents&amp;#39; parking arrangements in other parts of the local area.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;
I will be campaigning for &lt;strong&gt;better, safer, parking arrangements&lt;/strong&gt;, especially near council built apartment blocks where space at the moment is woefully inadequate, and for new &lt;strong&gt;investment in the Northway Community Centre&lt;/strong&gt; to restore it to a vibrant and well used community facility and hopefully to encourage many more residents to join the community spirit and participate in the sports and leisure facilities in the area. And I would like to help create a &lt;strong&gt;&amp;quot;Friends&amp;quot; group for Headington Hill Park and Dunstan Park&lt;/strong&gt; to get regular users and neighbours involved in managing and developing these wonderful urban green spaces.
&lt;/p&gt;
&lt;p&gt;
But yes, I admit, and am proud to do so, that I am passionate about &lt;strong&gt;reducing the dead weight the heavy hand of government at all levels imposes on our lives and communities&lt;/strong&gt;. I am passionate about those &lt;strong&gt;communities instead being enabled to take ownership of local public assets and to meet their own local needs&lt;/strong&gt; through their own initiatives. And I am passionate about &lt;strong&gt;individuals taking responsibility for their own behaviour&lt;/strong&gt; so enabling us to &lt;strong&gt;reduce our addiction to government interference in our lives&lt;/strong&gt;. And if you stick around a bit and read some more, you&amp;#39;ll see I would bring to the City Council innovative ideas about how that could be achieved and financed without adding to the burden of the public purse and the taxpayers&amp;#39; pockets.

 <title>Two local examples of why land (and planning) reform is needed</title>

Quite by chance, as if on order to make the local elections more exciting in my ward, two local planning issues have suddenly popped up (not entirely unexpectedly it has to be said) that are likely to cause a deal of controversy when they get to decision-making time. I don&amp;#39;t want to talk about their planning merits or otherwise on here. But I do want to use them because they are very good examples of why I am so passionate about land reform.
&lt;/p&gt;
&lt;p&gt;
The first, in the ward in which I am standing is an application for &lt;a href=&quot;http://www.oxfordmail.net/search/display.var.2045768.0.students_fortress_is_planned.php&quot; target=&quot;_blank&quot;&gt;new student residences&lt;/a&gt; adjacent to the site on which I am a warden proposed by my employers, Oxford Brookes University. To be fair it will make more of an impact on residents in the neighbouring ward, but it is the economics of it all I want to look at not the planning, to show why land value tax would be such a benefit to the community.
&lt;/p&gt;
&lt;p&gt;
The second, just over the main road in the neighbouring ward but which will make a significant impact on neighbours in both wards one way or another is the news today that &lt;a href=&quot;http://www.oxfordmail.net/news/headlines/display.var.2193364.0.residents_fear_new_tesco_store.php&quot; target=&quot;_blank&quot;&gt;Tesco have bought up a local former pub building&lt;/a&gt; from a local bar/restaurant entrepreneur who had seemingly been knocked back in the early stages of planning such that he no longer felt it worth fighting for his ideas for the site. Here I want to look at how the planning system seems to favour the bigger developer with the financial clout and how this affects the fairness of land law.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;But first, the new proposed halls of residence.&lt;/strong&gt; This site is approximately quarter remaining of a site the university acquired from the Department of Social Security about seven years ago now. When I was last on the council, just at the end, they had owned the site for about six months, if I remember correctly having bought the whole thing for either eight or eleven million pounds through a charitable trust set up for the purpose and were just getting outline planning consent.
&lt;/p&gt;
&lt;p&gt;
The entire site had been only about a quarter used for several years since most parts of the DSS had moved out. And even when at &amp;quot;full capacity&amp;quot; it had been an egregiously inefficient use of a piece of prime inner suburban land - even for offices - since it was half car park and half single storey nissan hut type buildings.
&lt;/p&gt;
&lt;p&gt;
Since it had been government owned, effectively there was no income to the public purse from this land. Once it was owned by a charity the empty land has generated no receipts to the public purse in the form of business rates. The charitable trust sold off about a quarter of the land to the adjacent Oxford International Centre for Islamic Studies, first for use as a contractors car park and now it lies more or less empty. A hectare of prime city centre building land. The university built nearly seven hundred student rooms in new halls on half of the original land and these were opened five years ago now. But it is the effect of this last quarter of of the site I want to examine and show how failing to encourage optimal use of land where it is available is a disaster for the rest of us.
&lt;/p&gt;
&lt;p&gt;
The site is about a hectare. So if the original purchase price for the entire site was the higher of the two figures I remember hearing at the time - eleven million pounds, its share would be two and three-quarters million. The current application is for 335 study bedrooms and since the student halls market has changed out of all recognition in those seven years, commercial firms are willing to pay it is rumoured up to £45,000 per room for suitable land, as a site alone it would be worth more like fifteen million pounds.
&lt;/p&gt;
&lt;p&gt;
Point one: whilst the local authority has received virtually nothing for this land in rates, the owners, either the university or the charitable trust, have effectively got a book profit of £12 million - a four hundred per cent return in seven years.
&lt;/p&gt;
&lt;p&gt;
335 study bedrooms would, if theory, allow some 83 four bedroomed family homes to be freed up from the current student private rented market somewhere in the city assuming student numbers overall remained static. That&amp;#39;s 83 largeish families who have been otherwise excluded from the housing market in Oxford for seven years because these halls did not exist. At its worst, that means that the tax-payer, through housing benefit, has spent upwards of ten million a decade supporting those households in private rented accommodation while they wait for &amp;quot;affordable housing&amp;quot;.
&lt;/p&gt;
&lt;p&gt;
Point two: the cost to the tax-payer of that piece of land laid idle and not producing any local taxation has been at least ten million in housing benefits to private landlords while the owners have made that massive book profit.
&lt;/p&gt;
&lt;p&gt;
Now imagine if that land were taxed on its value at its most productive use - that&amp;#39;s currently the £15 million or so a commercial halls of residence developer would pay for it. A ten percent land tax would now be yielding the public purse £1.5 million a year, and more importantly would have been liable for that tax all the while it has been so underused. No owner with any financial sense would have kept that land out of productive use with a tax bill like that. The land would have been brought into its best use long ago, either as housing itself or freeing up those equivalent 83 units for family use instead of student private lets, and the tax-payer would not have had to support 83 families to the tune of that £10 million pounds a decade in supported housing.

&lt;p&gt;
Now, don&amp;#39;t get me wrong, I am neither criticising my employer nor demanding ten storey blocks of flats on every vacant site. But I am illustrating the cost to society of holding land out of use, and the unfairness where, in doing so, the owners have made a vast profit at the direct expense of the tax-payer. It&amp;#39;s the system that causes this, not the participants in that system who are only following the rules everyone else plays by.

But with an ambivalent local reaction and, it seems, less than enthusiastic reception from the city&amp;#39;s planners to the idea, this chap pulled his plans and decided to look around for a buyer. The land registry records show that the property had cost him £400,000 and that it was mortgaged so he had financed it empty for seven or eight months developing his ideas and the prospect of a long uphill struggle into the unforeseeable future in the planning system means he would be financing it empty for many months, if not a couple of years to come.
&lt;/p&gt;
&lt;p&gt;
It is opposite a long established and not so long ago refurbished and extended local Co-op store (where I joined as a member of the Co-operative and where I shop several times a week in preference to all the other supermarkets around I could potentially choose from) and a less long established Costcutter store that houses the local Post Office and a similarly aged Chemist shop that replaced a locally owned and well patronized cycle and fishing tackle shop and an electrical retailer. It is, to put it mildly, on an awkward site, at a very odd junction just at the point the Marston Road becomes a dual carriage-way &amp;quot;boulevard&amp;quot; and buses turn right against the traffic whilst the off-road cycle lane comes to an end, the road splits into two lanes prior to a busy and slightly awkward double roundabout junction. There is just enough parking in the lay-by outside the existing shops for their customers and nowhere else for cars to park.
&lt;/p&gt;
&lt;p&gt;
The site might have been viewed as ideal for shopping or catering uses complimentary to the existing neighbouring shops. Extending the range of goods and services people could get in a single visit to the local shops. All very sustainable. And contributing to the local economy and the success of local entrepreneurs - all of which tends to keep more money in circulation more locally in Oxford, making us all better off.

Obviously, they are in competition with two of the existing local stores. For many, they will do a better job of supplying their grocery needs and at lower prices. That too is good for peoples&amp;#39; pockets and therefore local wealth retention. But since, if they&amp;#39;ve borrowed to buy it at all, as opposed to taking the purchase price out of the weekend&amp;#39;s take from the nearby Tesco out of town superstore, it&amp;#39;s probably a tiny dent in their current income rather than a major liability as it would have been to the local entrepreneur who had borrowed to buy it as a significant chunk of his portfolio. And they can afford to sit on it until the planners give in, until attrition of any opposition to the idea gives them an easier ride in the planning process.
&lt;/p&gt;
&lt;p&gt;
At the moment I wouldn&amp;#39;t dare to have made up my mind about the idea of Tesco Express there. On the one hand, competition is good for the consumer. On the other, Tesco has such financial clout that it could send its competition to the wall and leave it eventually and open field to increase prices because of its local monopoly. And there again, whilst as a member I would be very sad to see either of the two existing competing stores fail, they would almost certainly then be occupied by some other, and probably local, entrepreneur with another great idea that would compliment rather than compete in its turn with the Tesco store. Again, this increases the range of goods and services a person can get in one trip to the local shops.
&lt;/p&gt;
&lt;p&gt;
But all I am highlighting is that because the planning system causes a proportionately greater opportunity cost to fall on the smaller businessman it actually favours the big financial muscle of large corporates who can afford to take the risk for longer. It is not a level playing field. But, as in the previous story, it&amp;#39;s the playing field on which all would be developers have to play. On the other hand again, it would be quite wrong for the planning system to become a tool of protectionism, benefitting one business or businessperson over another by preventing competition. Perhaps in an LVT based system the tax payable on a site should be suspended for the time during which the planning bureaucracy was deciding on a proposal to concentrate the minds of planners on getting the best deal for all parties in the minimum time possible and enabling people to get on with running their businesses, extending their homes, or whatever the application was for.

Anyway - all that was a bit of a marathon use of two local and serendipitously current issues illustrate quite well some of my hot button issues on land reform, free trade and anti-protectionism and localism.

 <title>Being the &quot;local candidate&quot; at last!</title>

This year&amp;#39;s election campaign takes me to my home ward of Headington Hill &amp;amp; Northway in Oxford. I have not previously had the opportunity to stand where I actually live, and have done for a dozen years now, but I have to say there is a certain amount of slightly smug satisfaction in saying so, as I find I am the only candidate in the ward who actually lives here. It will also of course be the first time I have been able to vote for myself. I hope I remember!
&lt;/p&gt;
&lt;p&gt;
I can say with absolute honesty that &amp;quot;mine is the same bus service you have to put up with&amp;quot; or &amp;quot;your local Co-op is the one my Co-operative membership was registered at and is my twice weekly shopping place&amp;quot;. My local chippy is in the ward. And where I buy my lottery tickets (yes, I know - fool and money and so on...) is also your corner shop. When I cross the main road to get to them I have to run the gauntlet of the same traffic, often speeding, or coming from five different directions at once, as you do.
&lt;/p&gt;
&lt;p&gt;
It is a most unusual ward, with a very diverse population and distribution of households:

&lt;p&gt;
At the one end we have 1200+ students in halls of residence, where I am based. Most of these residents live here for just the two academic semesters of their first year at the university, so they change every year, they are usually new to the city, and often to the United Kingdom and many are away from home for the first time for any extended period of time.
&lt;/p&gt;
&lt;p&gt;
Next there are multi-million pound houses in a series of private, almost country, lanes. Some of the most expensive property in the city is here. The older ones in particular each have interesting stories about who commissioned them (usually late 19th and early 20th century university and city grandees). And if you are careful, looking on a map you can still work out where the farm boundaries lay by the age of the pattern of each piece of subsequent in-fill development. And if you are not careful, and don&amp;#39;t look at the map carefully enough, you could get lost in here, as I did the second night after moving into the hall all those years ago and ended up walking round and round the same circular street in the dark!
&lt;/p&gt;
&lt;p&gt;
Then there are a couple of biggish chunks of private inter-war housing in the main - you know the ones - they make up a lot of Britain&amp;#39;s cities - the hipped roof, bay windowed semi-detached homes, in relatively formally laid out estates, usually, as in these cases, with a theme to the street names - here it&amp;#39;s mostly the lake names from the Lake District but also the musical theme of composers and players associated all, I think, with Oxford University.

&lt;p&gt;
And then beyond them, and inside the northern bypass nestles a middle sized estate of post-war originally local authority built housing rising up the side of the foot of the hill on which Headington stands and which made it such an ideal spot to be the home and lookout of Saxon kings. Quite a lot of this is of course now in private ownership but substantial parts are still council tenants. We also even have one of Oxford&amp;#39;s five only tower blocks here - which must offer some residents a most fantastic view of the city&amp;#39;s famous skyline.
&lt;/p&gt;
&lt;p&gt;
Several major city employers more or less surround the ward on the east and the south - with my employers, Oxford Brookes University at the southern end, a couple of private schools in the middle and the JR Hospital complex at the northern end. All of these put pressure on the ward, particularly as regards traffic and housing, and whilst it&amp;#39;s not the most popular area with students when living out, being on the wrong side of Headington Hill for the main student scene, there are plenty of houses in multiple occupancy housing both students and young workers having to share to make housing costs affordable in Oxford.
&lt;/p&gt;
&lt;p&gt;
It is virtually all residential, with one pub only in the ward itself, together with a British Legion Club, three student union bars and a 1200 capacity club venue. There&amp;#39;s one Anglican, one Catholic, one United Reformed and one Evangelical church in the ward and also a community of nuns. Two small rows of neighbourhood shops and, apart from the two private girls schools already mentioned, a Catholic state primary school and a non-denominational state primary school. What was formerly a middle school until a previous round of schools reorganization is now a community centre and social club, combined with offices of the city council and the home of the Oxford Womens&amp;#39; Training Scheme and the Oxford Lawn Tennis Association. Its former playing fields now create what is effectively a &amp;quot;village green&amp;quot; for the Northway estate, with football pitches and so on.
&lt;/p&gt;
&lt;p&gt;
There is a small youth centre, one doctor&amp;#39;s surgery and a dental practice - two if you include the one in the Students Union building at Brookes. And what was previously a girls&amp;#39; state secondary school is now home to Brookes&amp;#39;s School of Health &amp;amp; Social Care. We have mainly one public service bus route to and from the city centre and one of the Brookes Bus services links the School of Health and Social Care with other Brookes facilities in east Oxford and eventually the City Centre. There is a much less useful cross town service which is a shame because the suburban centres of Headington and Summertown could do with the patronage.
&lt;/p&gt;
&lt;p&gt;
We have three parks, one of which is a private nature reserve, all of which, from the vantage point of the side of Headington Hill itself, offer beautiful glimpses of the city centre, the Cherwell valley and the countryside beyond the ring road. The nearest main shopping area is probably Headington itself, but since radial traffic in Oxford seems to flow better than orbital traffic, the City Centre is often easier to get to, especially if you are reliant on public transport.
&lt;/p&gt;
&lt;p&gt;
As is common where there have been no new laid out streets in the past fifty years, most of the roads and pavements are in varying states of disrepair, none were designed for as much traffic as now tries to cram down them and some, that were really never designed for much through traffic at all in the days when the main roads had plenty of spare capacity to keep traffic flowing have become regular, and quite dangerous in places, &amp;quot;rat-runs&amp;quot;.
&lt;/p&gt;
&lt;p&gt;
As is also common with areas of predominantly inter- and post-war housing, in places the community is now beginning to feel under siege a little and slightly out of control as original residents die and their houses are snapped up by small developers wanting to make a bit of money by creating a couple, or more, of flats, albeit it, dear knows they fill a great need in a city of house price hyperinflation. Victims of their own success and location in a way, many of the houses are just now out of the reach of family buyers these days in what would be, and probably once were, ideal surroundings for young families.
&lt;/p&gt;
&lt;p&gt;
Sounds pretty average suburbia? Not a bit - every race, every walk of life, every level of the social and economic ladder is represented here. It is in microcosm a mirror of the whole city. Whilst on average not especially deprived, it has quite a large elderly population and so there are people who need more, and more local, services and facilities than they get and also quite a lot of people who have seen the area change a great deal and who are ever sensitive to more change in their neighbourhoods.

&lt;p&gt;
So what? Well, all of this is a most long winded way of me saying that this is a different kind of election for me than previous ones. It feels different. In a very real sense this is about way more than politics. This is about me offering myself as representative in the service of the place that I live, that I have lived in for nearly a third of my life. And that if in three and a half weeks&amp;#39; time I wake up on a Friday morning having won Headington Hill &amp;amp; Northway, I want everyone in the ward to know that they can call on me as a member of their community, whatever the issue, whoever they are, and I will do my best to help them.

If that happens to assist in the spread of Liberal Democrat support, influence and policy at the same time, that would be great!
